A home can look finished long before it is built properly. The waterproofing behind a tiled wall, the steel and bracing inside a frame, and the flashing beneath the roofline will be hidden at handover. Inspections are not paperwork to be rushed through between trades. They are control points. At each one, the work is checked while the critical details are still visible and can be corrected without pulling apart completed finishes. A disciplined builder plans these checks into the programme, coordinates trades around them and keeps records of what was inspected.
For custom homes and major renovations, the precise sequence can vary with the design, site conditions and permit requirements. However, the stages below show how a properly managed residential build is generally inspected from ground preparation to handover.
Site inspection stages explained: the purpose
There are two different inspection streams on most Victorian residential projects. The relevant building surveyor carries out mandatory inspections required under the building permit. These inspections confirm that prescribed work meets the approved documentation and applicable regulations at key points.
Your builder should also conduct internal quality inspections. These are broader and more frequent. They focus on workmanship, coordination and the practical details that affect performance, not simply whether a mandatory inspection can proceed. Relying on one without the other leaves a gap. Building surveyor inspections are essential, but they do not replace a builder taking ownership of quality every day on site.
An independent inspector can also be engaged by an owner for added assurance, particularly on a substantial build or where a lender requires progress inspections. Their role should be agreed upfront so it supports the programme rather than creating confusion about who is directing the work.
1. Pre-construction and set-out checks
Inspection starts before concrete arrives. The team reviews the approved plans, engineering, soil report, energy requirements and permit conditions against the actual block. On a renovation, this also means confirming existing conditions, locating services and assessing what will remain once demolition is complete.
Set-out establishes where the building sits on the site. Dimensions, boundary clearances, floor levels and orientation must match the approved documents. A small error here can become an expensive problem later, particularly on a narrow Melbourne block, a sloping site or a dual occupancy development.
This stage is also where practical risks should be addressed: safe access, temporary fencing, stormwater control, neighbouring property protection and service locations. Good site management is not separate from build quality. It creates the conditions for trades to work accurately and safely.
2. Excavation, footing and slab inspections
Once the site is excavated, the footing system must match the engineer’s design and the conditions found on site. The depth and width of trenches, bearing material, reinforcement, moisture barrier, starter bars and penetrations all need careful checking before concrete is poured.
The pre-pour inspection is one of the most consequential checkpoints in the build. Concrete conceals a great deal of work permanently. This is not merely a matter of whether walls appear straight. Connections and load paths matter. A home needs a clear, properly installed route for forces to travel through the roof, walls and footings. Bracing, straps, fixings and structural members do work that plasterboard will later hide.
The building surveyor will generally inspect the frame before it is enclosed. Internally, a quality-focused builder should also check line and level, truss installation, blocking, noggins, structural steel protection and trade penetrations. 4. Lock-up and weatherproofing checks
Lock-up usually means the roof covering, external walls, windows and external doors are sufficiently installed to secure the building and protect the interior from weather. It is a major milestone, but it should never be treated as proof that every detail is watertight.
This is the stage to inspect roof flashing, sarking, wall wraps, window flashings, cavity drainage, weep holes and junctions between different materials. Water does not need a dramatic hole to enter a building. It follows laps, corners, penetrations and poorly detailed transitions.
The best outcome depends on the building’s design. A simple brick veneer home has different detailing demands from a contemporary cladded façade with large glazing, parapets or a flat roof. In both cases, the principle is the same: layers must overlap and drain outward, with no path for water to reach the frame or internal linings.
5. Services rough-in inspection
Before walls and ceilings are lined, plumbers, electricians, heating and cooling contractors and other specialist trades install their rough-ins. This is the last practical opportunity to check locations and coordination without opening finished surfaces.
Power points, lighting, data, plumbing fixtures, exhaust ducts, heating outlets and appliance connections should be checked against the selections and plans. Homeowners often focus on visible fittings at this stage, but the hidden work matters equally. Drainage falls, pipe protection, cable routes, duct clearances and compliant penetrations all influence how the home performs and how readily it can be maintained.
A well-run site meeting can be valuable here, particularly for custom homes. Walking through rooms before plasterboard goes up helps confirm practical decisions such as bedside power, kitchen lighting, shower niches and access panels. Changes are still possible, but they should be documented and priced clearly rather than agreed informally on site.
6. Waterproofing inspection
Waterproofing deserves its own stage because failure is costly, disruptive and often concealed until damage appears. Bathrooms, laundries, balconies and other wet areas require the correct substrate preparation, compatible materials, membrane coverage, bond breakers, falls and termination details.
The membrane should be inspected before tiles conceal it. In wet areas, the details around corners, wall-floor junctions, hobs, drains and penetrations are where workmanship is tested. On balconies and external decks, drainage and flashing are equally critical because water exposure is constant.
