A building contract can run to dozens of pages, yet a single misunderstood word can affect your budget, timeline or expectations of quality. The aim is not to turn you into a builder. It is to help you ask sharper questions before work starts and recognise what good project control looks like once construction is underway. Clear terminology supports clear scope, clear pricing and proper accountability.
Why building language matters before you sign
Construction terms are not interchangeable. A quote is not necessarily a fixed-price contract. A provisional sum is not an allowance you can safely ignore. A building permit is not the same as a planning permit. Each term carries a practical consequence on site.
For homeowners, the most expensive surprises usually come from assumptions made before the contract is signed. A builder should be able to explain the scope, exclusions, specifications and approval pathway in plain language. If a term is vague, ask for it to be defined in writing and tied back to the drawings or specification.

Building contract
The legally binding agreement between you and the builder. It sets out the contract price, scope of works, plans, specifications, payment stages, timeframe, insurances and process for changes or disputes. Read it alongside every referenced document, not as a standalone form.
Fixed-price contract
A contract with a defined price for a clearly documented scope. It gives stronger cost certainty than an estimate, but it does not mean the price can never change. Approved variations, unforeseen site conditions and client changes can affect the final cost. The quality of the documentation determines how reliable a fixed price will be.
Scope of works
A detailed description of what the builder is engaged to supply and construct. It should cover demolition, site preparation, structural work, finishes, services and external works where applicable. Just as important are the exclusions. If landscaping, window furnishings, fencing or upgraded appliances are not included, they should be clearly identified.
Specification
The written schedule describing materials, products, finishes and workmanship standards. A good specification does more than say “timber flooring” or “stone benchtop”. It identifies the product range, dimensions, finish, installation requirements and any nominated allowances.
Tender
A priced offer to complete a documented building scope. For a meaningful comparison between builders, each tender must be based on the same drawings, engineering, schedules and site information. Comparing a detailed tender with a broad estimate is not an apples-for-apples exercise.
Variation
A written change to the contract scope, price or time. Variations can arise because you alter a selection, authorities require additional work, or an unforeseen condition is uncovered. The disciplined approach is simple: understand the cost and programme effect, approve it in writing, then proceed. Verbal instructions create avoidable disputes.
Provisional sum
An allowance for work that cannot be accurately priced at contract stage, often because the exact extent is unknown. Excavation is a common example. The actual cost is adjusted once the work is known. A contract with many large provisional sums carries more budget uncertainty than one with fully resolved documentation.
Prime cost item
An allowance for a supply item not yet selected, such as sanitaryware, tiles or appliances. It generally covers the product itself, while associated labour may be priced separately. Check whether the allowance reflects the quality level you expect. A low allowance can make a contract total look attractive while leaving a substantial gap at selection time.
Design and construct
A delivery method where one builder manages design coordination and construction. It can streamline decision-making and improve buildability, provided the brief, budget and design sign-offs are managed carefully. It is not a shortcut around detailed documentation. Good design still requires engineering, compliance checks and clear selections.
Approvals, site conditions and compliance
Planning permit
Approval from the local council for development that triggers planning controls. This may relate to neighbourhood character, heritage, overlays, setbacks, site coverage or dual occupancy. A planning permit addresses whether a proposal may proceed under the planning scheme. It does not authorise construction to begin.
Building permit
The permit that authorises building work to proceed after the design has been assessed against relevant building regulations and standards. It is issued by a registered building surveyor. Depending on the project, the surveyor may also inspect prescribed stages of work.
Building surveyor
An independent registered professional responsible for issuing building permits, reviewing compliance documentation and carrying out mandatory inspections. The building surveyor is not the builder’s quality-control manager. A quality-focused builder should still conduct its own documented inspections throughout construction.
Soil test and site classification
A soil test assesses ground conditions, helping engineers determine footing requirements. The resulting site classification reflects the expected movement characteristics of the soil. Reactive clay is common across parts of Melbourne and regional Victoria, and it can materially affect slab design, excavation and cost.
BAL rating
Short for Bushfire Attack Level. It identifies the potential exposure of a site to bushfire attack and informs construction requirements, including glazing, screens, external materials and ember protection. It is particularly relevant in bushfire-prone areas and should be resolved early, not treated as a late-stage upgrade.
The structural and weatherproofing terms that protect a home
Footings and slab
Footings transfer the load of the building into the ground. A slab is the reinforced concrete base that forms the floor structure for many homes. Their design depends on soil conditions, engineering and the building layout. These elements disappear beneath the finished home, which is exactly why correct preparation, reinforcement and inspection matter.
Frame
The structural skeleton of the home, usually timber or steel, including wall frames, floor systems and roof trusses. Framing must be installed in line with approved engineering and bracing requirements. Straight walls and tidy carpentry are desirable, but structural alignment and fixing are the non-negotiables.
Bracing
Structural components that resist sideways forces from wind and other loads. Bracing can include timber, steel straps, sheet materials or engineered systems. It is often hidden behind plasterboard, so it must be correct before linings go on. This is a key example of build integrity that cannot be judged by the finished paintwork.
Flashing
A waterproof barrier, usually metal or flexible membrane, installed at vulnerable junctions such as roofs, windows, doors, parapets and wall penetrations. Proper flashing directs water out of the building assembly. Poorly detailed flashing may remain unnoticed until moisture damage appears years later.
Sarking
A pliable membrane installed beneath roof cladding. Depending on the product and design, it can assist with condensation management, dust and ember protection, and water shedding. It must be installed as part of a complete system, with correct overlaps and detailing around penetrations.
Waterproofing
The application of waterproof membranes and systems to wet areas, balconies and other exposed zones. Waterproofing is not simply paint-on membrane in a bathroom. It includes substrate preparation, floor falls, compatible drainage details, junction treatment and protection from damage by following trades.
Weep holes
Small openings in brickwork that allow moisture within the wall cavity to drain out. They should not be filled with mortar, soil or paving. Their purpose is modest but important: give water a path to escape rather than trapping it inside the wall system.
Terms you will hear during construction and handover
Site cut
The excavation and shaping of the site to establish required levels for the building, drainage and access. Actual ground conditions can differ from assumptions, which is why excavation allowances and geotechnical information deserve close attention before contract signing.
Rough-in
The stage where plumbing, electrical, heating, cooling and other services are installed before walls and ceilings are closed. It is the point to confirm outlet locations, lighting positions, plumbing points and service coordination. Moving them later is possible, but usually costs more and disrupts progress.
Lock-up
A commonly used construction milestone where the home is secured from the weather, typically with external walls, roof, windows and external doors in place. The exact definition can vary by contract, so check what your payment schedule means by lock-up.
Defects and defects liability period
A defect is work that does not meet the contract, approved documents or required standard. The defects liability period is the agreed period after practical completion in which identified defects are rectified. It does not replace statutory warranties or the builder’s obligations for serious structural issues.
Practical completion
The stage when the building is substantially complete and ready for its intended use, subject to minor outstanding items that do not prevent occupation. A practical completion inspection should be thorough. Record incomplete work, damaged finishes, missing items and operational issues clearly, with agreed rectification actions.
Occupancy permit or certificate of final inspection
The final documentation issued by the relevant building surveyor at the end of the permit process. Which document applies depends on the type of work and permit. Do not assume that a home is ready for occupation simply because trades have left site.
How to use this glossary on a real project
Keep these terms close when reviewing your proposal, contract and construction updates. For every allowance, ask what has been included, what has been assumed and what could change. For every approval, ask who is responsible, what information is still required and whether timing risks have been allowed for.
During construction, focus on evidence rather than assurances. Stage-by-stage inspections, photographs of concealed work, written variation approvals and clear progress updates provide a better record than informal promises. Quality is built into the slab, frame, waterproofing and flashing long before the finishes make the home look complete.
